This month at a glance

In August 2026, the technology flow linking Japan and Vietnam accelerated again: multi-billion-dollar AI-infrastructure spend, a reshaping of the semiconductor supply chain, and digital transformation (DX) as a matter of national strategy. Each lands directly on Japanese corporate strategy. Here are ten business-relevant highlights in one digest.

1. METI announces 2026 DX stocks and DX Grand Prix winners

The Ministry of Economy, Trade and Industry (METI), jointly with the Tokyo Stock Exchange (TSE) and the Information-technology Promotion Agency (IPA), announced its 2026 DX stock selection and DX Grand Prix winners. A DX stock is a designation for listed companies that have substantively committed to digital transformation, and serves as an indicator for investors to judge DX outcomes. This year the policy-and-capital-market support for Japan's DX became even clearer.

2. Microsoft to invest $10 billion in Japan from 2026 to 2029

Microsoft announced it will invest $10 billion (about ¥1.6 trillion) in Japan from 2026 through 2029 across three pillars: AI infrastructure, cybersecurity, and talent. It is a large-scale effort to support Japan's competitiveness in the AI era. Positioning Japan as one of the core AI markets of the future is expected to shape AI adoption and cybersecurity spending of Japanese companies.

3. Japan's semiconductor strategy: ¥370 trillion over 14 years, ¥101 trillion for AI and chips

The Japanese government revealed a strategy to invest ¥370 trillion (US$2.34 trillion) over 14 years ending in March 2041, allocating ¥101 trillion (US$644 billion) to AI and semiconductors. One pillar is restoring frontier chip leadership through Rapidus, which is commercializing two-nanometer technology. Japan has put semiconductor-led national security at the center of its economic security and aims to revive world-class design and manufacturing capability.

4. Vietnam approves National Digital Transformation Strategy 2026-2030 (2045 vision)

The Vietnamese government approved the National Digital Transformation Strategy for 2026-2030, with a vision to 2045, via Decision No. 1266/QD-TTg on July 14, 2026. It aims to build a modernized governance system powered by data and AI and become a "developed digital nation" by 2045. For Japanese companies, this signals that Vietnam is opening a huge DX market at the national level.

5. Vietnam's Digital Transformation Law takes effect (July 1, 2026)

Vietnam's Law on Digital Transformation took effect on July 1, 2026, accompanied by subordinate decrees including Decree No. 224/2026/ND-CP and Decision No. 1132/QD-TTg listing 79 national shared digital platforms. Unified foundations such as VNeID and the National Data Exchange Platform (NXPD) draw attention. The legal and administrative framework improves predictability for companies entering and operating in Vietnam.

6. Vietnam-Japan semiconductor cooperation accelerates under Resolution 57

Behind Politburo Resolution No. 57-NQ/TW of the Communist Party of Vietnam, Vietnam-Japan semiconductor cooperation is intensifying. Japan lists restoring frontier chip design and manufacturing, strengthening supply-chain security, and developing talent as its three priorities, expanding academic exchange, workforce training, and technology investment with Vietnamese firms like FPT. The comprehensive strategic partnership between Vietnam and Japan is now crystallizing in the strategic technology of semiconductors.

7. FPT Semiconductor makes first commercial chip exports to Japan

FPT Semiconductor announced its first commercial chip exports to Japan, signing a deal to supply 10 million chips designed by the company between 2026 and 2028. Entering Japan's demanding market indicates Vietnamese firms moving into higher value-added stages of the global semiconductor supply chain. It is an internationally recognized milestone for Vietnam rising into design-driven, high-value stages of the value chain.

8. LG Innotek to build $1 billion semiconductor substrate plant in Hai Phong

South Korea's LG Innotek will spend $1 billion to build a semiconductor package substrate manufacturing plant in Hai Phong city, northern Vietnam, strengthening the semiconductor substrate supply chain across the Asia-Pacific region. Hai Phong already hosts many Japanese company production bases, and a semiconductor substrate supply chain may concentrate here.

9. Vietnam welcomes $500 million Japanese microchip plant

Vietnam has welcomed construction of a $500 million Japanese microchip manufacturing plant in Phu Tho province (the Meiko Yen Quang project), expanding Japanese semiconductor production bases across Asia. The expansion of Japanese companies' local production bases will further tighten industry ties between Japan and Vietnam.

10. NVIDIA and SoftBank align on full-stack AI and robotics in Japan

NVIDIA CEO Jensen Huang visited Japan in July 2026 and met SoftBank Corp. President Junichi Miyakawa to align on the next stage of a full-stack AI and robotics ecosystem across industries. Japan aims to become the center of a new industrial ecosystem that fuses AI and robotics. This trend also connects to AI adoption in Vietnam.
